Ambassador Cosmin Boiangiu is the Executive Director of the European Labour Authority. He is a career diplomat who joined the Romanian Foreign Affairs ministry in 1996, with expertise in EU affairs and multilateral diplomacy, security and strategic policies, development, NATO and United Nations. Between April 2016 – December 2020, ambassador Boiangiu served as Deputy Permanent Representative of Romania to the European Union and Representative to the Committee of Permanent Representatives I (COREPER I ). In 2012 – 2016 Cosmin Boiangiu was Ambassador of Romania to the Republic of Slovenia. From 2008 to 2012, Cosmin Boiangiu served as Director of United Nations, Specialized Institutions and Francophone Affairs within the Ministry of Foreign Affairs. He is a Knight of the National Order of Faithful Service (2019) for distinguished contribution to the success of Romania’s Presidency of the EU Council. He was also awarded by the President of Romania with the medal “Diplomatic Merit”, 1 s t class (2007) and Diploma of for contribution to Romania’s accession to NATO ( 2002). Henrik Saugmandsgaard Øe joined Gorrissen Federspiel as partner of the firm after the end of his time as Danish Advocate General at the Court of Justice of the European Union. He has had great experience working as a lawyer in commercial law. He has worked as both Head of Department in the office of Property and Obligations Law in the Ministry of Justice, acting judge at the High Court of Eastern Denmark and finally as Consumer Ombudsman. Furthermore, Henrik has acted as lecturer at the University of Aarhus as well as the University of Copenhagen. Henrik has moreover been a guest lecturer at the University of Aalborg. He has published many articles and given a large number of lectures at different universities and at international conferences, hereunder as keynote speaker, on topics mainly within the area of EU law, property law, law of obligations and marketing law. Deputy Marshal of the Małopolska Region and the councilor to the Małopolska Region Parliament from the Tarnów district. Józef Gawron is a graduate of the Cracow University of Technology, Master of Science in Mechanical Engineering with the specialization in Machine Technology. He also completed post-graduate studies in IT, post-graduate studies in economics, specializing in Entrepreneurship and post-graduate studies in Healthcare Manager. Between 2015 and 2018 he held the position of the Vice-Voivode of the Małopolska Region. For his activities for the local community, he was awarded the Silver Cross of Merit by the President of Poland.

Since 2004 Herwig Verschueren is professor of International and European Labour and Social Security law at the University of Antwerp (Belgium). He graduated in law at the University of Leuven (Belgium; 1980). Subsequently, he worked as a researcher at the Universities of Antwerp and Leuven. He received his PhD degree in 1990 on the subject of “International labour migration”. From 1992 to 2004, he worked as a civil servant at the European Commission (Brussels) in the field of free movement of workers and the co-ordination of social security schemes. His current teaching and research concentrates on European social law and more specifically on the legal position of migrating EU citizens with regard to labour and social security rights. He is the author and co-author of books, articles and reports on these issues. He has published in journals such as the Common Market Law Review, the European Journal of Social Security, the European Labour Law Journal, the European Journal of Migration and Law, and the International Journal for Labour Law and Industrial Relations. He frequently gives lectures at international seminars and conferences. He also acts as a consultant for Belgian and European public authorities on legal issues related to the cross-border application of labour and social security law and social rights of migrant persons. Kamila Król worked at the Ministry of Development and Technology, Department of Digital Economy – Division of Digital Policy and Information since 2020. In the department, she was responsible for managing projects and project products, primarily in coordinating the operation of the Center for Entrepreneurial Assistance (CPP), as well as managing projects in the areas relating to education and communication and the development of e-payment e-service. She worked in the Department of Supervised and Subordinate Units and the Department of Dialogue and Social Partnership – in the Crafts Division. She was in charge of organizing and managing the support system for the implementation of projects on the development of crafts and regional services, as well as projects on the development of vocational education. She was responsible for handling the legislative process, monitoring the state of legislation and case law, as well as standards, recommendations, guidelines and opinions on crafts and the vocational education system. Her duties also included the implementation of tasks on projects of the Digital Poland 2014-2020 Operational Program co-financed by the European Union. As of 2018, she worked in the Office of the Prime Minister, in the Office of the Prime Minister. She was responsible for handling applications for the allocation of funds from the general reserve of the state budget (including analyzing and giving an opinion on applications). She participated in the meetings of the permanent Team for the consideration of bids for the implementation of public tasks.

Prof Dr Grega Strban is Full Professor of Social Security Law at the Faculty of Law University of Ljubljana. He has completed postgraduate specialization course of the European Union (EU) law at the University of Cambridge (with distinction), master course on European social security at the University of Leuven (magna cum laude), and defended his doctoral thesis at the University of Ljubljana. He conducted research at Max-Planck Institute for Social Law and Social Policy in Munich and at present he is an external expert of the Institute. He is President of the Slovenian Association of Labour Law and Social Security, Vice-President of the International Society for Labour and Social Security Law (ISLSSL, Geneva) and Vice-President of the European Institute of Social Security (EISS, Leuven). Prof. Strban is active in several national and international projects, e.g., as head of the research program group at the Faculty of Law University of Ljubljana and coordinator the EU project MoveS. He has authored numerous publications and is member of editorial boards of several journals. He has passed the State exam for lawyer, was awarded as Best Young Lawyer in Slovenia (2001) and received the Roger Dillemans Award for Excellence in Social Security, KU Leuven (2004).

Dolores Carrascosa Bermejo is a senior lecturer in law, researcher and consultant with 23 years of experience. PhD. in Law (Carlos III University. January 2003), her thesis analysed the rules of conflict of law applicable to Social Security and old-age pensions under the EU Coordination Regulations. Lecturer at the Universidad Pontificia Comillas (ICADE since 2005) and at the Universidad Complutense de Madrid (UCM since 2017), she also works at Lefebvre Spain (since 2004), writing and editing legal literature and coordinating “Claves Prácticas Collection”. She is national and analytic expert in the Moves II Commission network on free movement, social security coordination and posting (2021-2025). She was previously a member of MoveS I (2017-2021) and FreSsco (2013-2017). Her recent research focuses on posted workers, Brexit and international telework. She has participated in the “Posting.STAT” project, funded by the European Commission. She has more than 70 publications, including legal monographs, articles in legal reviews and reports.

Active in the field of international social security coordination since 1995, his primary field of expertise is the determination of the legislation applicable on a mobile worker. He currently works for the Belgian National Social Security Office as Advisor-general in charge of a team of dedicated experts in the Department for International Relations. Helge Kleinwege is a Policy Officer in the Unit “Skills, Services, Professions” at DG Internal Market, Industry, Entrepreneurship & SMEs (GROW) of the European Commission. He is a member of the team developing EU policies for the Single Market for services. Part of his responsibility is the development and implementation of the common electronic form for the declaration of posting of workers, jointly with the Member States and DG Employment, Social Affairs and Inclusion. Helge is a German qualified lawyer and holds a Master’s Degree in European Law from the University of Stockholm. He joined the European Commission in 2008 as a member of the Legal Coordination Unit of DG Internal Market and Services, working later in various services’ areas as well as intellectual property.

Magdalena Klimczak-Nowacka – Seconded from the Labour Law Department of the Ministry of Labour and Social Policy to the European Labour Office (ELA) as a national expert – national liaison officer for Poland since 2020. She deals with the cooperation of the national administration with the ELA. From 2014 to 2019, she worked as a counsellor for social and employment affairs at the Permanent Representation of the Republic of Poland to the European Union in Brussels. During this period, she negotiated, as a representative of Poland, a number of important legal acts in the field of employment and social policy, including: the revision of the Posted Workers Directive, the directive on transparent and predictable working conditions, the so-called “work-life balance” directive, the regulation on the establishment of the European Labour Authority, draft revision of regulations on the coordination of social security systems. Previously working for 11 years at the European Parliament in Brussels, as an advisor to a vice-chair of the Employment and Social Affairs Committee and a former rapporteur to the Enforcement Directive on Posting of Workers. Between 2019-2021 worked as advisor to MEP Radosław Sikorski at the foreign affairs and security and defense committees. Ewa Palenga-Möllenbeck, PhD is a senior researcher at the Institute of Sociology at Goethe University Frankfurt; currently Principal Investigator of the international collaborative project ‘Researching the transnational organization of senior care, labor and mobility in Central and Eastern Europe’ (2023–6), funded by the Volkswagen Foundation. Her research focuses on migration and mobility studies, senior care and social inequalities. She has published widely in leading journals, most recently, in 2022, ‘Making Migrants’ Input Invisible: Intersections of Privilege and Otherness from a multilevel perspective’, Social Inclusion, 10(1); Co-edited publications include: 2016, Family Life in the Age of Migration and Mobility: Global Perspectives through the Life Course (with M. Kilkey); 2020, German-language volume Postmigrant perspectives: Transnationalism, Gender and Care (with K. Huxel and others).

Beata Donay graduated from University of Cologne. Since 2004 she has been an attorney (Rechtsanwältin) at WENDLER TREMML law firm in Düsseldorf. Her main practice is advising foreign companies that post workers to Germany. She specializes in labour law, especially in posting of workers and cross-border services with a focus on labour law and social security systems. Mrs. Donay is co-author of the handbook “ABC of Polish entrepreneurship in Germany” concerning inspections conducted by German offices and institutions, released by the Trade and Investment Promotion Section of the Consulate General of the Republic of Poland in Cologne.

He holds a Master in Business Administration (EHSAL – Brussels) and a Master in corporate law (Ghent University – Law Faculty). He is currently involved in the Network Statistics on free movement of workers, social security coordination and fraud and error. This network is set up by the European Commission DG EMPL to collect and analyse statistics and administrative data on those three fields. Within this network he is among others responsible for the annual report on the posting of workers. Furthermore he has published several papers and reports on the use and impact of posting from a perspective of sending and receiving Member States.

Agnieszka Paszkowski has a 16-year experience in French-Polish cooperation, she graduated in Finance and Banking at the Warsaw School of Economics and Management and Economics at the University of Paris-Est Marne-la-Vallée. Since 2007 she is in charge of the French-Polish department at DBA whose role is to provide comprehensive solutions in the field of secondment, accounting, taxes, and social security for Polish companies operating on the French market. As part as her involvement in the French-Polish ecosystem and in cooperation with local administrations such as the Embassy of the Republic of Poland in Paris, the Polish Chamber of Commerce and Industry, Ministry of Labor and the Ministry of Finance she is helping Polish investors and entrepreneurs to “understand” the complexity of the French market.

Rudi Vouk, born 1965, is attorney at law in Klagenfurt/Celovec, Austria. He studied law in Vienna, Austria and began to work as legal trainee in the legal office Grilc & Partner (now Grilc-Vouk-Ranc-Zenz) in 1991. He has been an attorney at law since 1997. The legal office Grilc-Vouk-Ranc-Zenz is based in Klagenfurt/Celovec, Austria, with branch offices in Vienna, Austria and Ljubljana, Slovenia and a representative office in Graz/Gradec, Austria. The main focus of work of the legal office lies in resolving cross-border legal issues, especially between Austria and Slovenia, but also in relation with Central Europe and the countries of Ex-Yugoslavia. In Austria Mr. Vouk became broadly known especially in connection with trials regarding the enforcement of rights of the Slovenian minority in Carinthia, Austria, as he had achieved many important and sensational decisions by the Austrian Constitutional Court in these trials. Furthermore, Mr. Vouk has already carried out many proceedings before the Court of Justice of the European Union. He was in particular involved in the case C-33/17 Čepelnik and had represented the client Mr. Maksimović in the case C-64/18 Maksimović. These proceedings effected significant changes within the Austrian legislation in the field of freedom to provide services within the European Union.

Founder and activist of the Polish Association of Home Care Providers, for many years associated with the live-in care services. In 2017-2021 he was the Director of the Academy of Caregivers (an organization dealing with the education of live-in and professional caregivers, promoting the professionalization of the live-in care services sector). In 2018-2020, he collaborated with the Institut für Qualität und Innovation in der häuslichen Versorgung on the development of online educational programs for professional caregivers. He was also a member of the Board of Directors of VHBP (Verband für häusliche Betreuung und Pflege) – a German association of companies operating in the field of live-in care services (2016-2021).

Carita Rammus worked since 1999 in the Estonian Ministry of Social Affairs in the field of labour law. This was followed by a secondment to the Estonian Permanent Representation to the European Union where she was responsible for the initiatives in the field of employment and social policies and where during the Estonian Presidency of the Council of the European Union she focused on the negotiations concerning the review of the Posting of Workers directive and the European Pillar of Social Rights. From 2011 to 2016 she was seconded as a national expert to the European Commission DG Employment.

Since 2018, she is working in the European Commission’s Directorate General for Employment, Social Affairs and Inclusion in the Unit responsible for the Labour Mobility, Public Employment Services and ELA where she coordinates the legal work in the field of labour mobility, in particular as regards posting and free movement of workers.

Graduated from the Warsaw Precision Mechanics and Automation Technical School. After emigrating to the Netherlands, he obtained a Master of Laws (LLM) degree in International and European Law from the Faculty of Law at Tilburg University. He was associated with the University as a research staff member for several years.
