ELMI (formerly the Labour Mobility Initiative) This Krakow-based non-government think tank has been supporting its members for 10 years in solving legal problems related to the posting of workers, including the coordination of social security systems and labour law. Active in the field of international social security coordination since 1995, his primary field of expertise is the determination of the legislation applicable on a mobile worker. Agnieszka Paszkowski has a 16-year experience in French-Polish cooperation, she graduated in Finance and Banking at the Warsaw School of Economics and Management and Economics at the University of Paris-Est Marne-la-Vallée. Since 2007 she is in charge of the French-Polish department at DBA whose role is to provide comprehensive solutions in the field of secondment, accounting, taxes, and social security for Polish companies operating on the French market. He is currently involved in the Network Statistics on free movement of workers, social security coordination and fraud and error. This network is set up by the European Commission DG EMPL to collect and analyse statistics and administrative data on those three fields. Within this network he is among others responsible for the annual report on the posting of workers. Furthermore he has published several papers and reports on the use and impact of posting from a perspective of sending and receiving Member States.

The European Labour Mobility Congress (ELMC) is a anual conference organized since 2013 in Krakow, which has become the largest and most opinion-forming event in the European Union on the posting of workers in the framework of the freedom to provide services in the EU single market. It is a source of reliable knowledge on this subject for representatives of business, social partners, politicians, lawyers, public administration and scholars.
At the European Labour Mobility Congress we host owners and board members of service providers, tax advisors, lawyers, researchers and scholars, public administration, social partners, embassies of Member States, EU and national policy makers and other institutions involved in the subject of labour mobility and cross-border provision of services.
The previous edition gathered over 500 participants and over 50 speakers from 6 Member States. Among the participants, more than 60% of the guests were company managers. The remaining 40% of participants are representatives of consultancy, law firms, public administration and scholars.
